What digital inclusion means

Digital inclusion means ensuring that everyone has the access, skills, support and confidence to participate in and benefit from our modern digital society, whatever their circumstances.

This toolkit has been designed to make digital inclusion easier to understand, easier to discuss, and easier to use in practice.

It introduces key ideas, practical pathways, and the wider ecosystem around support, participation, and community-based delivery.

While it has been shaped with students in mind, it can also be used by organisations, community groups, educators, local partners, delivery teams, and public service professionals looking for a simple and engaging way to introduce digital inclusion across workshops, projects, or team learning.

The toolkit helps people understand the field. The Digital Inclusion Stage Index is needed because understanding alone is not always enough. People and organisations also need a way to assess where they are, identify what matters most, and decide what to do next.

In other words, the toolkit provides the guidance. The Stage Index provides the diagnosis, direction, and a way to track progress over time.

Simple enough to start with. Strong enough to build from.

Why the Stage Index is needed

A toolkit can help people learn. A measurement tool helps them understand where to begin, what to prioritise, and how to review improvement. Used together, they become more practical and more useful.

This toolkit and Stage Index are currently open access and intended to support wider learning, practical action, regional collaboration, and more informed digital inclusion practice across different settings.
